An amended Interstate Certification Assurance 61 (ICA-61) – Pack-House Washing and Inspection of Tomato-Potato Psyllid Carrier Produce (version 1.2) is now available, allowing businesses accredited under the ICA to have produce washed at one facility and packed and inspected at another facility as requested by industry, and secure condition aperture changed to 0.5 mm as requested by other jurisdictions.

Interstate movement conditions
Interstate movement conditions (also known as quarantine requirements/conditions) are government regulations specific to each state or territory. The conditions are set by the destination jurisdiction i.e. South Australia sets the conditions for the entry of plants and plant products being sent to South Australia.
An interstate movement condition can be a specified treatment, condition, pest or area freedom or other requirement. The movement conditions are developed to provide protection against pests and diseases that may be present on the produce imported into that state or territory.
Interstate movement conditions can vary between jurisdictions and according to the pest or disease involved. If a suitable treatment can’t be found, produce may be prohibited entry into that state or territory.
Certification requirements for TPP carrier produce
Businesses wanting to send TPP carrier produce to interstate markets will require certification that movement conditions specific to TPP have been met. Businesses have two options for certification:
Option 1 – Certification by a Government Inspector
Quarantine WA can issue a Plant Health Certificate (PHC) certifying that interstate movement conditions have been met.
Quarantine WA will need to certify the pack-house washing and inspection of carrier produce.
A PHC can then be issued certifying that the carrier produce has been washed, inspected and packaged according to the relevant interstate movement conditions. The PHC accompanies the carrier produce to its destination and provides proof that the required interstate movement conditions have been met.
Option 2 – Certification by an Accredited Business
Businesses accredited under ICA-61 can issue a Plant Health Assurance Certificate (PHAC) certifying that interstate movement conditions have been met.
ICA-61 allows businesses accredited under the scheme to certify their own washing, inspection and packaging of carrier produce for jurisdictions that accept it.
A PHAC can then be issued by the business certifying that the relevant interstate movement conditions have been met. The PHAC accompanies the produce to its destination and provides proof that the required interstate movement conditions have been met.
